Loadout does not have parental controls per se, although it does have Gore, Nudity, and Profanity filters available through the "Game" tab in the Settings menu.
Additionally, you can make use of the built-in parental control system of the PlayStation 4 to allow or restrict access to Loadout. Loadout has a parental control level of 9, so restricting the settings on the PS4 to level 8 will block Loadout. You can read more about PlayStation's Parental Controls here:
